The Rural Works Department (RWD) is a pioneer engineering department in Arunachal Pradesh. The department was trifurcated into RWD, I&FCD and PHED during 1995 and a year later during 1996, an autonomous organization, the Arunachal Pradesh Energy Development Agency (APEDA), was formed by compiling the works under New and Renewable Sources of Energy (NRSE) and Integrated Rural Energy Programme (IREP), which were earlier taken up by the Rural Works Department. The activities of the department had shrunk to the minimum, with activities under the following heads of development:
In addition, the department executes various types of construction work for other sister departments like Agriculture, Horticulture, Animal Husbandry and Veterinary, Fishery, Planning, Education, Civil Supply, Tourism and Research and some works of district administration as assigned by the government. But there is no certainty for regular flow of funds against these works for the sister departments as these works are entrusted on 'deposit work' basis only on availability of funds with the client departments.
