Pradhan Mantri Gram Sadak Yojana (PMGSY)

 

Preamble:

Road is vital for human prosperity.  Since time immemorial, roads have been crucial vehicle for transmission of civilization influences across the globe.  We cannot imagine our modern economy without an effective network of roads as it opens economic opportunities, facilitate mobility of people and products and enables rural households to access basic public services.  In the present era of fast economic development and globalization, the road being an important infrastructure contributes significantly in economical growth. 

Arunachal Pradesh has a road network of 19,000.00 km including earthen roads and tracks which yields a road density of 22 km per 100 sq.km.  The road connectivity in the State is around 36%.  Under Rural Roads development programme a road length of 11,480 km has been identified to connect 2454 unconnected habitations as per the Core Network.  The Rural Works Department has been undertaking the rural road construction, an important rural infrastructure, to provide connectivity and linkages with the rural masses.

The Pradhan Mantri Gram Sadak Yojana (PMGSY) is the major National initiative to achieve rural connectivity in a given time frame. The Programme was launched nationwide in the month of December, 2000 with the objective to provide connectivity to the unconnected habitations in the rural areas by means of all weather roads. The programme is a special central intervention as centrally sponsored scheme taken up in a Phased manner.

Phase-I Programme (2000-2001)

Under the Phase-I programme, 202 schemes were taken up to complete the continuing schemes of erstwhile BMS (Basic Minimum Services) programme.

 Phase I Roadlist:-

Phase-II Programme ( 2001 – 2003 ):

The Phase-II project was sanctioned by the MoRD in the month of January 2002 for 137 road works. The Phase-II projects was taken up for stage-I construction. The status of Phase-II road works is as under;

All the road works have already been awarded except one under Ziro division.  Till 30th June,2006 the road formation for the length 104.21 km has been completed.

Phase IV Roadlist:-

PH-V Programme under Bharat Nirman:

The Rural Road component under Bharat Nirman envisages establishing connectivity to the habitations with population (500+ in the hilly areas).

 

In the initial year of Bharat Nirman Programme, during 2005-06, a road length of 355.26 Kms has been approved by the Govt. of India under Phase-V programme on 18th April’2006 with an estimated cost of Rs 185.78 Cores to provide connectivity to 8 Habitation with 1000+ population and 26 habitation under 500+ category.

Technical sanction will be issued after verifying the bill of quantities for the approved road works and award of work after tendering shall be completed within September’2006 so that the work may commence from October, 2006.

Beside above, 4 (four) road works under border block and 7 nos. Stage-II (BT level) of PH-II and one special package were also approved. Summary of PH-V programme is as follows;

 Phase V Roadlist:-

Phase-VI Programme (2006-07):
The Ministry of Rural Development, Govt. of India, New Delhi vide dated 12th February,2007 has cleared 73 road works under PMGSY Phase-VI with an estimated cost of Rs. 208.97 crores. The total length of the approved road works is 495.83 km in order to provide connectivity to 19 habitations. Summary of PH-VI programme is as follows;

Phase-VII Batch-I programme (2007-08):
The Govt. of India, Ministry of Rural Development, has cleared 92 road works under PMGSY Phase-VII with road length of 773.26 km with an estimated cost of 529.65 crores. Summary of PH-VII Batch-I programme is as follows;

Phase-VII Batch-II programme (2007-08):
Under Bharat Nirman, the World Bank funded projects were also introduced in the year 2006-07 covering 1000+ and 500+ habitation in the district of Tirap, Changlang & Lohit but later on it was converted into Phase-VII Batch-II. To provide connectivity in batch-II project, the Ministry of Rural Development, Govt. of India, New Delhi has cleared 12 road works for a road length of 89.22 km with an estimated cost of Rs. 342.59 crores. Summary of PH-VII Batch-II programme is as follows;

Phase-VIII Programme (2008-09):
 
Hon’ble Prime Minister has announced in the month of January,2008, to cover 513 small settlement habitation in border blocks, under Bharat Nirman. To provide connectivity under PM’s package the Ministry of Rural Development, Govt. of India, New Delhi, has cleared 64 road works which provides connectivity to 135 habitations for a road length of 583.02 km with an estimated cost of Rs 387.67 crores.
